Biographical Sketch:
Public Health Genomics Program Coordinator, Department of Human Services, State of Oregon. Manage all aspects of the Genomics Program which is focused on reducing morbidity and mortality from inherited conditions and birth defects, improving the quality of life for individuals and families impacted by inherited conditions and birth defects, and empowering people to make informed decisions about genetics and health. This program also oversees the legislatively-mandated Advisory Committee on Genetic Privacy and Research, which makes policy proposals to the legislature to ensure the genetic privacy of Oregonians while promoting the use of genetics in the clinic and research lab. (2008-present) Several Management Positions, Public Health Preparedness, Department of Human Services, State of Oregon. The program is responsible for all public health preparedness for all-hazards, both natural and terrorist, for the state. In four management positions, I have managed and/or been responsible for $17 million budget from the federal government; grant writing; contracts; interactions with other state agencies and local health departments; writing all planning documents; coordination with the Oregon Office of Emergency Management; development of tabletop, functional, and full scale exercises; and secure and redundant voice and electronic communication for all state emergency responders for health emergencies. (2002-present) Founder and Partner of Fairview Ridge Partners, LLC, provided consulting services to early-stage high tech companies; specialized in market analysis, strategic planning, fund raising, Internet privacy, and ethics. Some clients include DNA Sciences, Alta Biomedical, Louisiana Gene Therapy Research Consortium, Innovation Partnership, and Death with Dignity. (1999 - 2002) Consultant to DNA Sciences, Inc. Designed, built, and managed an online recruitment tool for participants in genetic research (Gene Trust) and direct-to-consumer on line genetic testing and counseling. Responsible for privacy and confidentiality of medical and internet information, database, blood draws, call center, security, training manuals, and SOPs. Interfaced with design and software teams, hired and trained the call center employees, helped develop web content. Developed the DNA Sciences Foundation to address the significant educational and ethical issues surrounding the increased use of genetics in health care. Founded as a public charity to address the significant educational and ethical issues surrounding the increased use of genetics in health care. Wrote strategic white paper, obtained initial funding, recruited Directors, filed tax exempt IRS application, and serve as first President. (2000 – 2002)
