BACKGROUND:
CalOptima is the sole Medi-Cal (Medicaid) managed care organization for Orange County, California. CalOptima serves 158,000 members under 21 years of age. Approximately 1,000 primary care physicians (PCPs) are contracted with CalOptima. Providers are contractually required to document all pediatric preventive services on the “PM160” form. The PM160 collects claims payment information as well as required EPSDT information, including, data on immunizations, lead screening, TB testing, WIC and dental referral, and results of physical, nutritional, developmental and psycho-social assessments. I-trax Health Management Solutions combines health information and care coordination services to provide a portfolio of integrated health management solutions to payers, providers and employers to improve the quality of health and wellness for populations.

OBJECTIVE(S):
Increase the receipt of pediatric preventive services for CalOptima members by decreasing missed opportunities to provide preventive services.

Design and implement a technology solution that gives CalOptima providers access to key information on the preventive services that have been rendered to their pediatric patients.

RESULT(S):
Login Information Network for Kids (LINK) was created and piloted in several CalOptima provider sites in 2002.
EPSDT data was delivered to CalOptima providers as a tool for decreasing missed opportunities for pediatric preventive services.
