Kentucky Pursues Statewide Immunization Registry

BACKGROUND:
The Kentucky Department for Public Health (KDPH) has no statewide population-based immunization registry. Although VFC has increased immunizations given in provider practices, the are no means of tracking coverage rates for specific geographic areas, and to effectively identify pockets of need. Spurred by recommendations by the National Immunization Program, the Kentucky Immunization Program commissioned a needs assessment to determine support for a statewide registry, and to assess provider technological readiness for it.

OBJECTIVE:
Develop both a strategy and a constituency for implementing a statewide immunization registry beginning January 2004.

METHOD:
KDPH engaged consultants to identify and engage key stakeholders, conduct extensive interviews, and perform a survey of private providers for interest in and readiness for a registry.
During four site visits, consultants conducted “immersion meetings” to engage stakeholder representatives in the KDPH, clinical providers, local public health departments, medical schools, schools of public health, rural health and community-based organizations, medical professional organizations, and health plans, in order to assess current health systems capabilities, technical infrastructure and potential registry solutions.
Consultants prepared a comprehensive report recommending a registry direction based on analysis of stakeholder findings, technology and cost considerations.

RESULT:
KY has a roadmap to acquire funding and move forward on a statewide registry.

CONCLUSION:
Needs assessment process served to set strategic direction, educate stakeholders and fosters public/private collaboration in implementing an immunization registry.

LEARNING OBJECTIVES:
Participants will learn how KDPH used a registry needs assessment to develop a strategy for promoting and implementing a statewide immunization registry consistent with public and private provider’s needs and capabilities.
