The Value of an Independent Registry Assessment

BACKGROUND:
The New York State Department of Health (DOH), Immunization Program is the administrator of the New York State Immunization Information System (NYSIIS). The registry has two applications used statewide, HealthyShot and Immunization Record and Information Source (IRIS). The
DOH contracted with an independent vendor to perform a complete technical analysis and program planning to determine the future direction for NYSIIS.

OBJECTIVE:
To demonstrate the benefits and negatives of an independent which will assist registries in achieving their goals.

METHOD:
A contract was developed detailing the specific tasks the vendor would accomplish in support of NYSIIS achieving a statewide registry and the Year 2010 goal. Project Managers from NYSIIS and the vendor were designated to ensure issues were communicated, tasks were completed within the approved timeline, and that vendor staff had access to all necessary resources. NYSIIS team members met routinely with the vendor to develop NYSIIS Mission/Vision Statements, Risk Management Plan, and Configuration Management Plan. To assess NYSIIS, the vendor reviewed all project documentation, interviewed staff,and conducted site visits with the applications and participating providers.

RESULT:
A Program Plan was developed that addressed the current and future of NYSIIS, including; policy, programmatic, staffing, fiscal and technical aspects.

CONCLUSION:
An independent assessment can be a valuable tool in determining the future of a registry.
