Data from Provider Billing Systems - A New Approach in Idaho

KEYWORDS:
provider billing systems
data exchange
data export
billing system vendor
provider recruitment

BACKGROUND:
One of the greatest challenges to success of an immunization registry is the participation of the private provider community. Electronic data exchanges between the provider's billing system and the registry, go a long way toward eliciting provider participation and advancing the objective of building the most complete vaccination record possible for the greatest number of children as possible. Data exchange capabilities have associated costs. In most cases, vendors of billing or patient management systems must be included in the effort and compensated for their development efforts. With the public health community in full participation with the registry, Idaho is now focusing on the private provider community and the vendors of their billing systems.

OBJECTIVE:
This session will present a case study of Idaho's approach and the results to date. The presenter will describe how Idaho overcame provider cost objections, worked with the vendors, the providers, and the contracted technical support to achieve results that were previously unreachable. Technical details will be discussed along with costs and lessons learned.

METHOD:
Case study

RESULT:
The presenter will describe how Idaho overcame provider cost objections, worked with the vendors, the providers, and the contracted technical support to achieve results that were previously unreachable.

CONCLUSION:
In many cases simple batch transfers from billing systems to the registry can be achieved with little cost. Funding the development cost will go a long way toward private provider participation in the registry.

LEARNING OBJECTIVES:
1. Making the development effort for the system vendor as simple as possible
2. Getting buy-in and permission from the private provider to work directly with the vendor
3. Cost details
4. Data translation tools at the registry reduce the vendor's development costs
5. Simple data exchange methods cover cases where batch uploads are permissible
