Addressing the Challenges of Integrating Technology Innovations into Local Registries

BACKGROUND:
San Antonio Metropolitan Health District (SAMHD) has operated a success immunization registry since 1980. Prior to 2001, the San Antonio Immunization Registry System (SAIRS) utilized the OS390 Mainframe as its main source of data. Many problems existed with the mainframe: large cumbersome databases, bad data, and limited search features. Faced with difficulties in extracting data from the mainframe, SAMHD integrated a Microsoft SQL 2000 into SAIRS in 2001. This allowed for unprecedented abilities, such as integrated analysis services, data mining, and natural language capabilities. The SQL 2000 has allowed the registry staff to streamline services both to clients and to health care providers.

OBJECTIVE:
1. Describe benefits of integrating Microsoft SQL 2000 into the SAIRS.
2. Provide better service to internal and external clients (faster searches, cleaner data, and better analytical techniques).

METHOD:
The Estimated Vaccine Coverage Report, prepared by the CDC, showed an increase of the coverage rate of San Antonio/Bexar County, Texas from 67.4% in FY2000 to 75.2% at the end of Q2 2002. SQL 2000 implementation allowed the registry team to extract dependable immunization data and achieve a current coverage rate of 95% of children of school age (5 years) based on our Annual School Survey report to the Texas Department of Health.

RESULT:
The integration of SQL 2000 has opened many avenues of future expansion and strategic planning for the SAIRS such as the use of electronic-signature pad technology, utilization of Crystal Reports, and the use of the Web for form/information capture

CONCLUSION:
Technology is at the forefront of the San Antonio Immunization Registry System evolution. Technological integration and innovation continues to expand the registry team’s service delivery.
