BACKGROUND:
Almost every registry in the country is in need of stable, ongoing funding. All Kids Count had previously recommended a national surcharge on vaccines (similar to the funds collected for the Vaccine Injury Compensation Fund) as systematic way to build a national registry infrastructure. In the absence of a national surcharge, the State of Minnesota is exploring this as a long-term funding option for registries and perhaps other immunization activities.

OBJECTIVE:
To facilitate a discussion on the advantages and challenges of enacting a vaccine surcharge to fund registries.

METHOD:
Minnesota has outlined possible mechanisms for enacting and applying a surcharge, including various methods for calculating the amount of a surcharge needed to raise sufficient annual funds for registries.

RESULT:
A thorough analysis of what a vaccine surcharge could provide and the challenges in getting it enacted at a state level.

CONCLUSION:
A vaccine surcharge represents a viable, if politically challenging, method for raising stable ongoing funding for registries.
