VacMan 3.1: On-line Ordering and Improvements in Vaccine Management and Accountability

BACKGROUND:
New York State worked with a consulting firm in 2003 to review VFC requirements for vaccine ordering and distribution. As a result a software application for vaccine management called VacMan 3.1 was created and implemented to streamline order processing, add systems of control for vaccine distribution and enhance accountability. Since implementation in June 2003, NYS has been testing VacMan 3.1 in a live “real time” demonstration to identify additional requirements to refine functionality for vaccine management. Part of this work included prototyping a web order entry application to streamline order processing for the provider and tightening controls in vaccine management. Research was also provided to evaluate the use of doses administered data from registries in profiling providers. This abstract explores the issues related to these processes and demonstrates online connectivity to the Vaccine Management Systems.

OBJECTIVE:
Demonstrate capability/feasibility of connecting web based ordering system to New York State’s VacMan 3.1.

METHOD:
Assessment of VacMan 3.1 order processing and vaccine management capabilities

RESULT:
New York State has successfully implemented VacMan 3.1 reducing cost through a streamlined order processing and tighter controls on the distribution of vaccine. This demonstration focuses on the issues/feasibility of extending VacMan 3.1 functionality to include web front end for provider orders and using immunization data to provide appropriate information for Vaccine Management

CONCLUSION:
Extending VacMan 3.1 with automated provider order processing capability and appropriate systems of control may increase vaccine provider satisfaction, program efficiency and accountability.
