BACKGROUND:
The WV Department of Health and Human Resources deployed the West Virginia State Immunization Information System (WVSIIS) in 1998. WVSIIS has implemented a full service support structure to include help desk, marketing, recruitment, training, etc. In June 2004, WVDHHR also initiated the implementation of the West Virginia Electronic Disease Surveillance System (WVEDSS). Key to the implementation of WVEDSS was the integration between the two systems using PHIN standards, the sharing of tools (de-duplication, geocoding, etc), and the leveraging of resources (help desk, trainers, etc).
OBJECTIVE:
Describe the benefits, issues, and lessons learned of integrating a statewide, population based immunization registry with a statewide communicable disease reporting system.
METHOD:
In order to secure the WVEDSS Implementation contract, cost justification was required. This was achieved by focusing on the sharable tools and resource sharing / leveraging.
RESULT:
Using PHIN standards has led to an efficient integration design that shows significant cost benefit for WVDHHR, as well as increased value in both WVSIIS and WVEDSS. There are many areas where cost savings can tangibly be determined. Many tools implemented by the WVSIIS can be “re-used” or shared by WVEDSS.
CONCLUSION:
The sharing of vaccine preventable disease information between the systems will greatly improve the states capacity to respond to certain communicable disease cases and also displays public health’s ability to leverage data collection systems and efforts.
