Using the Registry to facilitate Health Promotions

BACKGROUND:
A statewide immunization registry is a good source of demographic and address data on children under the age of six. This data is necessary to send mass health promotions mailings to parents of children in this age group. State of Washington was utilizing their current registry to facilitate their efforts in this area and that functionality needed to be implemented in their new registry. The registry had to be able to identify patients eligible to receive mailings, track which mailings had been received by which patients, and accept address correction information for the USPS Address Correction service.

OBJECTIVE:
Describe common development issues when reengineering existing processes in new application environments.

METHOD:
Conducting user interviews to identify current functionality. Understanding outside processes and where they fit into the design. Designing new registry module to support identified functionality. Implementing new module with continued feedback from end users. Designing a set of user acceptance testing. Implementing design changes resulting from user test. Parallel testing new module with existing functionality on the same data set.

RESULT:
The process of reengineering the existing functionality allowed several existing issues to be removed. The new functionality is implemented completely on the web and much more tightly integrated with the registry product. This allows the operator to work more quickly and efficiently.

CONCLUSION:
When handled correctly rebuilding existing processes in new environments can be done in a timely and cost effective manner. It can also provide opportunities to improve on the existing implementation.
