The "Immunization Home" - Issues and Solutions for Immunization Registries

Traci Berreth, Idaho Department of Health and Welfare, 450 W. State, Boise, ID, USA and Robert Conn, Scientific Technologies Corp, 67 E. Weldon Avenue, Suite 110, Phoenix, AZ, USA.

KEYWORD1:
immunizaton home, record ownership, reminder/recall, CASA, record sharing issues, MOGE

BACKGROUND:
Unlike patient management systems and billing systems, immunization registries share a common record as the patient's family moves from one area to another, or as the patient receives services from multiple clinics for vaccinations. As the patient record is passed among providers, the "immunization home" for the patient changes resulting in issues for reminder/recall, CASA, MOGE tasks and reporting.

OBJECTIVE:
This session will present the results of a survey of providers and immunization program managers. The session will also discuss the manner in which patient "ownership" is handled in different registries and present recommendations based on the needs of those surveyed along with experience gained through implementation in a number of states. Some of the questions to be addressed include:
What events should trigger change in ownership?
Should providers be notified of ownership changes?
What technical solutions can solve provider notification?
Should the patient record be automatically marked for Moved or Gone Elsewhere?

METHOD:
Oral and PowerPoint presentation.

RESULT:
Analysis of survey result that will be conducted prior to the conference. Best practice recommendations.

CONCLUSION:
There are numerous solutions for immunization record ownership issues. Selecting a satisfactory solution for your registry may depend on the technical and legislative environment, but lack of attention to this issue will result in duplicate efforts, inaccurate coverage assesssments, and confusion within the provider/consumer community.
LEARNINGOBJECTIVES:
Participants will gain an understanding of how various registries handle the "immunization home" issues, and be given practical solutions for improving the process in their own registries, or in future registry development.
