Perspectives on Federal Legislation

BACKGROUND:
The U.S. Congress plays an important role in federal immunization policymaking. It is important for public health professionals to be aware of congressional actions that affect immunization programs, whether they involve setting budget priorities or passing laws related to the regulation and improvement of the public's health.

OBJECTIVE:
Participants will gain insight into the technical role public health professionals can play in support of federal Congressional activities. The session will feature discussions with public health partners about working with congressional staff, health care organizations, and executive branch officials to provide immunization program information and technical assistance.

METHOD:
Congressional staff and representatives from government affairs offices of major public health organizations will be invited to participate in a workshop to discuss congressional priorities and issues in 2005.

RESULT:
Participants will obtain a preview of the public health and immunization-related issues of interest to lawmakers. The relationship between the legislative agenda and the congressional budget and appropriations process will be described.

CONCLUSION:
Federal legislation impacts immunization programs at the state and local level. An understanding of the federal legislative process will enable public health professionals to provide helpful program information in response to congressional requests, as well as to assess the potential impact federal legislation may have on their programs.


LEARNING OBJECTIVES:
1. Immunization professional will gain information about the federal legislative process
2. Provide information about the roles of state public health programs and partners in the federal legislative process and provide insight into the communications challenges and opportunities facing immunization programs.
