Use of Multiple Immunization Systems in the Enforcement of School Law

Janis Betten, Immunization Program, State of Oregon, 800 NE Oregon Street, Suite 370, Portland, OR, USA and Amanda J. Timmons, Immunization Program, Oregon DHS, Health Services, 800 NE Oregon Street, Suite 370, Portland, OR, USA.

Learning Objectives for this Presentation:

By the end of the presentation participants will be able to identify ways in which immunization information systems can be utilized to assist with school law compliance and
describe the benefits of student information systems for tracking and reporting of immunization data.

Background:

Over 90% of the public school districts in Oregon have immunization data on a student information system. Electronic systems are legally required to meet specific standards before certification for reporting.
School/Childcare providers are allowed access to the Oregon registry, ALERT, data. School law accepts the records as "verified".
Beginning with the January 2005 exclusion cycle, a computer program was available for health department printing of exclusion orders and compiling of data for reports.

Setting:

In Oregon, immunization records for all children in public and private schools, preschools and childcare centers must be reviewed and reported to the local health department annually. Records for any students not in compliance must be sent to the department for issuance of exclusion orders. Programs enforce these orders and send data back to the department.

Population:

There are approximately 2,700 programs that must report each year. The law covers approximately 600,000 children. Staff at 32 health departments issues exclusion orders.

Project Description:

Integration and enhancement of existing immunization systems to:
Decrease the amount of time spent on compliance activities by utilizing approved tracking systems
Decrease the number of exclusion orders issued for students by accessing ALERT data
Increase the confidence of state users in the accuracy of reports

Results/Lessons Learned:

Integration of multiple immunization data sources makes school immunization law compliance more efficient and accurate.
