Understanding Different Vendor Offerings: Maximizing the benefit of your HL7 abilities

Learning Objectives for this Presentation:
By the end of the presentation participants will be able to understand the how different vendor systems support HL7 immunization messaging.

Background:
Immunization registries have been using the "Implementation Guide for Immunization Data Transactions using Version 2.3.1 of HL7" to establish HL7 interfaces in anticipation of sharing data with the various provider systems. Most vendors of clinical information systems are not aware of this standard. Registries who contact vendor systems frequently find support for HL7 but not immunization messages, or no support at all. As registries have come to their attention, vendors are more aware of the Implementation Guide and the growing importance of them to providers.

Objectives:
Understand unique characteristics of HL7 systems, including how vaccinations are stored, exported and imported.

Methods:
Experience has been gained from connecting over a dozen vendors to state registries across the country. This process included reviewing vendor documentation, meeting with vendors, evaluating sample HL7 extracts, and resolving technical issues.

Results:
1) Registries must be flexible when accepting HL7 messages from provider systems because changes requiring vendor programming is very expensive.
2) Understanding high level technical HL7 concepts and message structures is essential for all associated parties when creating an HL7 interface.
3) As more providers are aware of system interoperability, they are asking vendors to include HL7 support.
4) Vendors are now more willing to make integration with immunization registries a higher priority as they identify the elevated interest from medical providers.

Conclusions:
Immunization registries should encourage providers to seek HL7 capable systems by:
1) Educating them about the value of HL7 capabilities in an Electronic Medical Record or Office Practice Management System.
2) Explaining how HL7 makes importing registry data back to the provider's Electronic Medical Record possible.
3) Encouraging them to include exports to registries as a contract provision when buying new systems.
