Biographical Sketch:
Mark Winarsky is currently serving as an IT Project Manager overseeing the PHIN Vocabulary Access and Distribution System (PHIN VADS) in the Division of Informatics Solutions and Operations (DISO), in the Public Health Informatics and Technology Program Office (PHITPO) at the CDC. He also currently serves in the CDC’s Meaningful Use Incident Command Structure as the Meaningful Use Messaging Operations Chair.
Mr. Winarsky began his career at the CDC in the Fall of 2002 serving as an Emergency Operations Center Specialist in the Emergency Operations Center (EOC) where he was one of six initial team members assigned to establish and staff the 24/7 Emergency Operations Center at its onset within the CDC. He served in this role until joining the Coordinating Office for Terrorism Preparedness and Emergency Response, Office of the Director (COTPER/OD) in early 2003 to staff the CDC’s Joint Information Center assigned to track and report on the National Smallpox Vaccination Program. In late 2003, Mr. Winarsky transitioned to the Division of State and Local Readiness (COTPER/DSLR) where he served as the Acting Team Lead of the Outcome Monitoring and Evaluation Branch (DSLR/OMEB). There, he took the lead role in the design, development, implementation, training, and management of the SLPPMIS (currently known as PERFORMS) Grants Management System until the fall of 2006. In the fall of 2006, Mr. Winarsky moved to serve as an IT Project Manager and Team Leader for the Public Health Information Network (PHIN) Support Team in the Division of Alliance Management and Consultation (NCPHI/DAMC). As the acting Program Manager for the PHIN Certification Program, he led a team of seven cross trained Public Health, Health Scientist, and Information Technology Subject Matter Experts (SME’s) that supported jurisdictions striving to meet PHIN Requirements and Certification. Mr. Winarsky also oversaw the PHIN Help Desk which was staffed by a team of Technical Support Specialists who were available to jurisdictions in need of technical support around the use or implementation of CDC deployable or supported applications.
Prior to joining the CDC, Mr. Winarsky had over 10 years of healthcare operations, systems implementation, and process improvement experience, which included overall project management, implementation, configuration, testing, and training on various hospital registration, billing, medical records, and document imaging systems and software. Mr. Winarsky holds a Bachelor’s Degree in Criminal Justice, a Master’s Degree in Public Administration, and is currently a Certified Project Management Professional (PMP Certified).
Mr. Winarsky has also served a total of 9 years as a certified Emergency Medical Technician in New Jersey and Connecticut, as well as over 3 years of volunteer Law Enforcement experience with the New York City Police Department’s (NYPD) Auxiliary Unit as a Field Supervisor and Training Instructor. Mr. Winarsky is currently in his 10th year of volunteer service as an Auxiliary Captain with the Alpharetta Department of Public Safety’s Auxiliary Patrol Service, Alpharetta, Georgia.
