(2001-2011). Facilitated porting the Zambia EHR software to Ethiopia and South Africa, 2007-2010. Managed the communications and Information Systems infrastructure for rapidly growing CDC-Zambia staff, nationally distributed offices, and new USG security certification requirements, 2001-2011. Responsible for Surveillance activities including continued monitoring of the HIV epidemic in Zambia through HIV & Syphilis Antenatal Clinic Sentinel Surveillance (ANC SS) for 2006 and 2008, and systems for HIV drug resistance monitoring, 2001-2009. Responsible for Monitoring and Evaluation (M&E) of PEPFAR program activities under a rapidly expanding CDC budget (from $3M to $100M in five years), 2004-2009. Directed the Division for Health Information, one of six divisions of the Louisiana Office of Public Health, comprising state Vital Records, State Center for Health Statistics, and Management Information Systems, 1996-2000. Drafted articles for non-profit incorporation of MATCH record linkage system and served as first chair, 1994-1996. By 2000 MATCH contained about 425,000 client records and 3 million immunization records. Collaborated with ACoS, NCI-SEER on Cancer Registry standardization software, EDITS, 1991-1994. Developed the CDC HIRS (Health Information Retrieval System) OLAP tool, with Joe Rogers, 1989-1993. Co-designed the information storage and retrieval methods for the CDC WONDER system with Mike Perry, 1988-1989. Author or coauthor of 19 publications, and state or national public health software systems. Numerous presentations at scientific meetings.
