PHIN – “Obtaining Jurisdictional Buy-In”

 

There are a variety of jurisdictional and inter-jurisdictional challenges influencing the successful implementation of PHIN compliant, interoperable health information systems. These challenges include:

  • Technical challenges such as incompatible and aging hardware and software;
  • Financial challenges including budgetary constraints, unclear budget processes and unstable funding streams;
  • Political challenges such as individual agendas and outside influences

 

In addition, there are the human factors that drive and are driven by the challenges. These human factors will ultimately determine the success or failure of implementing truly interoperable health information systems; they include:

  • A lack of technical knowledge or experience with the hardware or software;
  • A lack of the historical funding perspective and unknown or unclear future resource opportunities.
  • Unfocused planning; prioritization and leadership opportunities

 

This presentation will focus on obtaining jurisdictional buy-in through the effective use of project planning, coordination and execution, and on using effective leadership techniques to focus the team and the jurisdiction on realistic and actionable steps to ensure successful implementation.
