Biographical Sketch:
Attorney Miller is the Deputy General Counsel, Director of the Office of Privacy and Data Access and Privacy Officer at the Massachusetts Department of Public Health, where she has worked for the past 12 years. Before that she worked for the City of New York and Legal Services.
In her current position, she serves as general counsel to a variety of Department’s programs, developing policies and insuring that the public’s health is protected in areas such as food safety, emergency medical services, and long term care.
Since 2003 she has also been the Privacy Officer of the Department, responsible for the agency-wide planning and implementation of the HIPAA Privacy Rule. In this position, she is responsible for overseeing the creation and implementation of the Department’s privacy infrastructure to ensure the confidentiality and security of all protected health information held by the Department.
