This demonstration and presentation is for an informational tool that provides the means for public health stakeholders at the state and local level to understand the complexities that drive and develop the NHIN and HIE initiatives. The tool also provides policy justification resources for public health entities to engage and participate in HIE(s). For example, this tool enables a PHIN program manager or other personnel whose role is to educate and bring awareness throughout the health care community of HIE initiatives. It is critical for public health decision makers to understand NHIN and HIEs in order to lead public health entities in HIE participation. This tool also can provide justification and resources for legislative and organizational policy development to ensure public health interests are consider in HIE(s) development.

The tool provides multi-level views for understanding the genesis and the many complex components that are defining and developing HIEs. The tool provides a high-level view of the many NHIN elements and enables the user the ability to “drill” down to the appropriate level details for each stakeholder’s need. This provides an efficient and effective method for education of key public health decision makers such as public health CIOs, program managers, state legislators serving on healthcare IT committees, task force, etc. The tool also serves as a knowledge base for indexing and locating additional resources and details.
