Biographical Sketch:
Vicki Hohner, MBA, is a senior consultant with FOX Systems, Inc., and a Subject Matter Expert (SME) in health information technology and electronic privacy and security, with extensive experience with government agencies. Ms. Hohner participates in a variety of national standards efforts, such as X12, HL7, National Medicaid EDI Healthcare (NMEH) group, Healthcare Information Technology Standards Panel (HITSP), and the Health Information Privacy and Security Collaborative (HISPC), representing public sector health interests. Ms. Hohner has a strong background in health information and privacy legislation, such as HIPAA, FERPA, and 42 CFR pt.2, and in privacy and security concepts, standards, policies and practices, with an emphasis on electronic information. She is a trained facilitator and a national trainer and speaker on health information, privacy, security, and technology. Ms. Hohner has been a key Subject Matter Expert on health IT and HIPAA privacy projects for the Centers for Medicare & Medicaid Services (CMS), the Substance Abuse and Mental Health Services Administration (SAMHSA), the HHS Office for Civil Rights (HHS OCR), and for the Office of the National Coordinator for Health Information Technology (ONC). She has developed strong working relationships with the Centers for Disease Control (CDC), Agency for Healthcare Research and Quality (AHRQ), CMS, SAMHSA, HHS OCR, ONC, and the National Center for Health Statistics (NCHS). Ms. Hohner has been a member of the PHDSC since its inception, and has been the co-chair of the Consortium’s Privacy, Security, and Data Exchange Committee since 2003. Over the years, she has been involved in the Health Care Reporting Guide, aligning public health reporting requirements with the national transactions standards; marketing the Consortium; participating in the development of various proposals and white papers pertaining to public health standards and informatics; and conducting training and outreach on privacy and security standards, developing local health case studies on privacy, and is co-creator of the recently developed PRISM privacy tool, a tool to provide public sector guidance on the requirements around various types of health information uses and disclosures.
