Background/Rationale for Development of New Guidelines

Delivery of PS has greatly differed in health department STD and HIV programs due to two CDC documents offering guidance. These differences have lead to confusion among field staff and potential non-acceptance of this prevention strategy by community members diagnosed with STDs and HIV. CDC embarked upon writing an integrated document for both HIV and STD program managers to (a) reduce duplication of services, (b) insure a client-centered approach, (c) address concerns related to new technologies (d) and encourage the sharing of data within health department programs to increase the number of persons identified and interviewed.
