The Forensic AIDS Project (FAP) was the first program in California to distribute condoms in correctional facilities, starting in 1989. This presentation will provide a history of condom distribution in the San Francisco jails from the mid-1980s to the 21st century. We will present two different models for condom distribution now available to prisoners in the San Francisco county jails. We will look at implementation strategies, the role of partnerships and the need for political support when implementing a new and potentially controversial program; and, what to expect from correctional facility staff and prisoner feedback.
