Biographical Sketch:
Mr. O’Connor has been Public Health Advisor for the Centers for Disease Control and Prevention (CDC) for 25 years. In December, 2006, Mr. O’Connor became Chief of the Program Training Branch in the Division of STD Prevention where he oversees National STD prevention program and training activities. These program activities include syphilis elimination (SE), infertility prevention (IPP), and comprehensive STD prevention services (CSPS); in addition to management of over 150 CDC staff assigned to local project areas.
In 2001 Mr. O’Connor accepted a position as Deputy Chief, Prevention Branch, in the Division of Viral Hepatitis. He held this role through 2006. In DVH he worked with state level programs and staff to implement strategies to integrate viral hepatitis prevention programs into existing public health activities. He has provided strong leadership on integrating viral hepatitis prevention services and messages into HIV and STD control programs; with particular emphasis on the need for comprehensive prevention services for MSM and IDU.
In 1995, Mr. O’Connor was promoted to a position as an HIV Prevention Project Officer with the Division of HIV/AIDS Prevention at CDC in Atlanta. As an HIV Project Officer he worked with the HIV prevention programs of several states, directly funded cities, as well as several community based organizations.
In 1990, Mr. O’Connor was promoted to the STD program manager position with the Allegheny County (Pittsburgh, Pennsylvania) Health Department’s STD/HIV Control Program. During his 5 years in Pittsburgh, Mr. O’Connor oversaw a seventy-five percent reduction in gonorrhea from 4500 cases in 1990, to 1,050 cases in 1995.
