Biographical Sketch:
Gayla C. Winston, President/CEO, has a Master of Public Health from the University of Illinois Chicago, School of Public Health. In her thirty year plus career, Ms. Winston has worked in nonprofit family planning clinics, served as a hospital administrator for ambulatory care services, implemented and administered a public aid demonstration health maintenance organization. Since 1997 Ms. Winston has been the President/CEO of the Indiana Family Health Council, Inc., the Title X grantee for Indiana. The Council manages the combined Title X, MCH, Title XX, TANF, Title V family planning program (The Indiana Family Planning Partnership), as well as, providing the administrative functions for the ISDH Laboratory Chlamydia Testing Program. The Title X project in Indiana has provided STD testing in its sites for over 20 years. IFHC has successfully contracted with two FQHC’s for over 10 years. Ms. Winston has recently presented on the relationships between FQHC’s and Title X at the 2011 NFPRHA Annual Conference and DHHS Region VIII Panel on Working with FQHC’s in December 2011.
Ms. Winston serves on the Board of the Indiana Office of Women’s Health and the Indiana University Center of Excellence in Women’s Health, is a member of the National Family Planning Reproductive Health Association, and is past President of the Family Planning Councils of America. Ms. Winston is a member of the Title X Guidelines Revision Expert Work Group
