Biographical Sketch:
2013 - present - District of Columbia Department of Health, HIV/AIDS, Hepatitis, STD & TB Administration Senior Deputy Director 2010 - 2013 Bureau Chief, Capacity Building & Community Outreach 2006-2010 Interim Bureau Chief, STD/TB Control Manage staff of professionals and programs of a local public health agency with a mission to reduce the burden of disease in the District of Columbia. Manage core public health responsibilities of $85 million agency: surveillance, program administration, grant management and direct STD and TB clinical services. Develop/direct community technical assistance, social marketing, condom distribution, public-private partnerships and community outreach programs, including special focus on youth and older adults. Analyze and prepare policy, budget and program directions and guidance. Developed new award-winning public awareness/social marketing program on HIV/AIDS prevention and services. 2004 - 2006 -- Fight Crime: Invest in Kids Director, Communications Managed team of professionals and interns of a non-profit, anti-crime organization with a membership of police chiefs, sheriffs, district attorneys and victims of violence supporting early intervention policies for at-risk children and youth to prevent future crime. Developed media plans and materials, edited reports and represented organization with media, government and non-governmental entities. Developed and implemented communications plan for release of research report on youth gang crime timed with Congressional appropriations action on juvenile justice programs, coordinated national teleconference call and media outreach resulting in major newspaper coverage of over 4 million impressions. 2002 - 2004 -- M&R Strategic Services Managing Director, Communications Managed media relations team of professionals and support personnel in a communications and campaigning firm developing creative and innovative advocacy campaigns on high profile, compelling public policy issues with unique legislative, grassroots and media strategies to impact decision making in and outside Washington. Served as project manager and developed media plans, conducted media outreach, prepared creative material and generated marketing strategies in public health, environment, international trade and economic development issues. • Developed new training program, written and audio-visual materials for Research! America public health prevention research advocacy project. 2001 -- The Welfare to Work Partnership Chief Operating Officer Managed staff of senior professionals and support personnel of a non-profit organization encouraging, and supporting businesses to hire persons from welfare and other underemployed with a budget of over $6 million, over 50 staff and six offices in Washington and five other cities. Directed communications, human resources, information technology, planning and program development, and policy departments.
