Biographical Sketch:
For the past nineteen (19) years, Marlene McNeese has played a leadership role in redefining the way in which public health and community support systems have responded to chemical dependency, HIV/AIDS, mental health, and post incarceration syndrome and earned her degree from the University of Houston-Clear Lake in Behavioral Science. Her past memberships are the Chairperson of the Houston Area Ryan White Planning Council, Co-Chair for the Houston HIV Prevention Community Planning Group; Co-Chair for the Urban Coalition of HIV/AIDS Prevention Services and member of the HIV Vaccine Research Education Initiative’s Strategy Council. Marlene is currently the National Vice-Chairperson of the Black Alcoholism and Addictions Council. She has testified before members of Congress, the Texas State Legislature, and the Houston City Council to address support for scientifically proven intervention and providing adequate resources to meet broad HIV/AIDS goals. In 2004, Marlene began her tenure with the Houston Department of Health and Human Services where she presently serves as Chief for the Bureau of HIV/STD and Viral Hepatitis Prevention. As Bureau Chief, her primary role is administering over twelve (12) million dollars each year in federal, state and local funding for integrated program services that includes HIV/STD data management/analysis, community-based prevention services, regional field operations, and program evaluation. Under her leadership, significant growth and improvements have occurred including, publication of program effectiveness in peer reviewed journals, creation of quality standards for prevention services, and the doubling of the annual operating budget to support community-based strategies. Marlene continues to be a sought after consultant and presenter due to her reputation for excellence, and as an industry leader of developing nationally recognized program models for HIV/STD and Viral Hepatitis Prevention.
