Biographical Sketch:
2001 to present – RTI International, Research Triangle Park, NC Sr. Health Scientist –Lead projects to monitor, evaluate, and strengthen federally funded programs that deliver reproductive health care to vulnerable populations. HHS clients include the Office of Population Affairs (OPA), Centers for Medicare and Medicaid Services (CMS), Office of Adolescent Health (OAH), Centers for Disease Control and Prevention (CDC), and the Administration for Children and Families. 2005 to present – Serve as project director for OPA-funded Title X Family Planning Annual Report (FPAR) Compilation Project. Oversee FPAR data collection. Lead analysis and dissemination of FPAR data through reports, journal articles, and presentations at grantee and scientific meetings. 2014 to present – With funding from the CMS, assist in evaluating the Adult Medicaid Quality Grant Program. Lead assessment of four state grants and analysis and synthesis of grantee quality improvement projects. 2010 to 2013 – With funding from the OAH, participated in evaluating the first cohort of Pregnancy Assistance Fund grantees through review of grantee reports and case studies. Led task to compile and analyze grantee-specific performance measures, review OAH-proposed performance measures, and prepare the clearance request for the final set of PAF measures. 2001 to 2012 – Led several OPA-funded projects related to the design, implementation, and evaluation of the Title X program, performance measures development, and design and feasibility assessment of Title X performance monitoring system. 2000 to 2001 – Futures Group International, Durham, NC. Senior Research Associate. Oversaw the family planning project portfolio in Nigeria under the USAID-funded POLICY Project. Worked with health policy experts to review and revise Nigeria’s 1989 National Population Policy. Trained Ministry of Health and National Population Council staff to use simulation software to assess the impact of different population growth scenarios on national resources. 1987 to 1993 – Pathfinder International, Watertown, MA. Associate for Program Development. Provided technical assistance on program design, monitoring and evaluation, service quality management, outreach and education, and policy issues to public and private nonprofit family planning programs in 20 countries. 1982 to 1985 – Planned Parenthood of Utah, SLC, UT. Clinic Manager and Vasectomy Program Assistant. Managed family planning clinic operations; counseled clients; performed preventive health, pregnancy, and STD screenings/tests; and provided English-Spanish medical interpretation. Author or coauthor of several publications related to sexual and reproductive health. Made numerous presentations at scientific and grantee meetings on Title X, the FPAR, and other sexual and reproductive health issues.
