Implementing a Comprehensive Hepatitis C (HCV) Prevention Program within a Residential Drug Treatment Program

Learning Objective:

1. By the end of the presentation, participants will be able to describe primary, secondary and tertiary HCV prevention activities.
2. By the end of the presentation, participants will be able to explain the benefit of comprehensive planning activities to successfully merge different corporate cultures to achieve a uniform program.
3. By the end of the presentation, participants will be able to understand the components of an effective HCV prevention action plan reflective of the cultural diversity of the served populations.



Background:

Project Samaritan Health Services (PSHS) provides primary and specialty care to high-risk individuals residing within residential drug treatment programs. In 2001, PSHS, in conjunction with their drug treatment partners, responded to the NYS Office of Alcohol and Substance Abuse Services (OASAS) Medical Advisory Panel Policy Paper “Recommendations for Hepatitis C Control in OASAS Programs” and initiated a comprehensive, medically sound HCV control program.


Setting:

: Program located within residential drug treatment programs and primary care clinics


Population e.g. API Youth, MSM, IDU:

97% minority adult substance abusers seeking substance abuse treatment with histories of IV drug use, prostitution, incarceration, MSM, mental illness, HIV/AIDS, HCV, STD's and other chronic medical conditions.


Project Description:

Session describes unique integrated delivery model involving two drug treatment agencies and a health care system providing comprehensive strategies for HCV prevention while clients participate in a residential drug free treatment program and receive comprehensive health care.


Results/Lessons Learned:

Presenters will: explore challenges, obstacles of implementing a comprehensive integrated HCV prevention program; demonstrate effectiveness of integrating HCV prevention within existing HIV/AIDS prevention program; provide 3-year data supporting program efficacy of treating HCV within residential drug treatment settings; describe process of integrating cultures of service providers to achieve success; discuss role of advocacy to heighten awareness concerning extent of epidemic, need for public policy and development of funding resources to address access to care issues
