Project Description:
The Diffusion of Evidence-Based Interventions HIV intervention mandate from the Center's for Disease Control and Prevention has impacted all HIV and potentially many HCV planners and coordinators in State and Local health departments across the country. These evidence-based interventions come complete with manuals, videos and in some cases the ever-coveted canvas bags. However, the heart of prevention of new HCV cases lies with prevention efforts among people who inject intravenous drugs (IDU) which very few of the DEBI's realistically address.
The HIV Prevention Program in Oregon has developed an integrated HCV/HIV prevention program targeted toward the IDU populations that is aligned with the DEBI's. This Oregon-specific DEBI called the Oregon Harm Reduction Outreach Care & Services (OHROCS) program has taken the best-practices literature from harm reduction work with IDU to guide and support those practices already occurring in the field in Oregon's rural and urban settings. This manualized integrated work provides community-based and research-based information for developing services to those most marginalized in our areas. This presentation will highlight the key components (or core elements as they are referred to in the DEBIs) relevant to an evidence-based IDU program as well as provide suggestions for rural and urban process monitoring and evaluation commensurate with the new CDC mandates.
