Overcoming Barriers with Implementing Immunization Registries

BACKGROUND:
Idaho has been a particularly challenging implementation. Legislative constraints include: no mandatory reporting, all voluntary participation on the part of providers/patients, the requirement of express written consent and limited data elements have necessitated innovative solutions.

OBJECTIVE(S):
Describe the barriers that pertain to Idaho and other states; describe the solutions (along with the compromises) that have led to success in spite of the challenges.

METHOD(S):
PowerPoint presentation and discussion of programmatic and technical approaches that are applicable in any implementation.

RESULT(S):
After two years of operation, the registry is growing at an acceptable rate in spite of significant constraints.

CONCLUSIONS(S):
Success is possible in any environment.
Most “barriers” can be overcome with experience, creativity, and commitment.
