The Application of the PRECEDE-PROCEED Theoretical Model to AFIX

BACKGROUND:
PRECEDE-PROCEED is a comprehensive and powerful health promotion model that has been used as a framework for systematic planning, which incorporates health behavior theories. A key concept in PRECEDE-PROCEED is that of participation, whereby the target audience effects change according to self-defined levels of participation and self-prescribed solutions. Oregon's voluntary AFIX program is well-suited for PRECEDE-PROCEED.

OBJECTIVE:
Apply the steps of PRECEDE-PROCEED to AFIX implementation, to guide the rollout of a new program, and to focus evaluation efforts.

METHOD:
Social, Epidemiological, Behavioral, and Environmental Diagnoses were conducted, which enabled the development of goals and objectives for AFIX, and of benchmarks for later evaluation. Factors contributing to a change in immunization practices were identified, categorized, and ranked according to importance and changeability. The high-ranking factors would drive the approach to implementation and acceptance of AFIX among Oregon's immunization providers. Process and Impact Evaluations are ongoing.

RESULT:
PRECEDE-PROCEED provided a strategic approach for Oregon's AFIX program: facilitating planning, prioritization, and implementation efforts. This afforded a long-term view of AFIX from its inception, which helped to conceptualize evaluation. PRECEDE-PROCEED stimulated thought on how to communicate with providers, and how to inspire behavior change. Finally, it reinforced the importance of involving community members at every step of the process.

CONCLUSION:
PRECEDE-PROCEED lends itself readily to planning, implementation, and evaluation of AFIX within a program, either new or ongoing.

LEARNING OBJECTIVES:
Participants will be able to: realize the value of using models to implement and build an AFIX program; and understand how PRECEDE-PROCEED can be applied to an agency's AFIX program.
