PS155 Vaccine Management Today: Strategies for a Changing World

Background:
With the transition to third party distribution, the increased emphasis on the spend plan, monitoring and replenishment reports, and more emphasis on accountability, vaccine management is becoming more complex. This presentation outlines some strategies for approaching the work of vaccine management in ways designed to improve overall vaccine management practices and decrease the amount of time and frustration associated with managing the business of the childhood vaccine program.

Project Description:
The processes of vaccine management, from developing projections to monitoring the budget and day to day activities were examined. Existing Washington protocols, CDC Guidelines and examples from other states were reviewed. An analysis of vaccine management work-flows and business practices was conducted. Questions, problems and requests for information from other states were considered. Communication, education and training needs were evaluated. Strategies, processes and tools were developed to support best practices and standardization.

Results/Lessons Learned:
Results:
Standards of practice were implemented for vaccine management, point of service screening, use of state supplied vaccine, corrective action for vaccine incidents, and use of electronic alarm systems. Tools for calculating vaccine projections, completing the VOFA, developing spend plans, monitoring vaccine usage and budget planning were implemented. A comprehensive vaccine budget and management packet was used for communicating with funders. Strategies for using replenishment and monitoring reports were developed. Protocols for daily vaccine operations by state staff were implemented. Lessons Learned: Standardizing business practice creates a greater understanding of the overall business of vaccine management. Written guidelines and best practices promote proficiency and productivity and standardized training. Comprehensive, consistent information and guidance for stakeholders, providers and community partners, create an environment for successful vaccine management at the state, local and provider level.
