The purpose of the panel is to solicit feedback from CDC partners on proposed strategies for harmonization of PHIN certification with the Standards and Interoperability (S&I) Framework. Participants will discuss topics on mirroring of S&I Framework processes to PHIN certification, including harmonization of use cases; alignment of functional requirements and core concepts; development and implementation of technical specifications; information modeling; strategies for development and implementation testing tools and test specifications.
One of the goals for the National Coordinator for Health Information Technology (ONC) National Standards and Interoperability (S&I) Framework is leveraging “government as a platform” – providing tools, coordination, and harmonization that will support interested parties as they develop solutions to interoperability and standards adoption. The Public Health Information Network (PHIN) has a similar goal for public health. Currently PHIN certifies the functions of electronic information systems to: compose standards based messages; send messages; receive and process messages; implement and use a standardized Public Health Directory; and provide system access, security and availability. This type of certification promotes a minimal level of functionality for systems that are being evaluated. Regardless of functional or technical certification, public health information exchange certification priorities need to be augmented with governance frameworks to ensure that the systems and exchanges provide optimal value in terms of public health practice and outcomes.
