An Integrated Systems Approach to Countermeasure Response Administration in Los Angeles County

The Los Angeles County Department of Public Health will give a presentation describing and demonstrating the results of a four year system development and integration project to create the following emergency preparedness and response systems and capabilities in order to address countermeasure response and administration requirements:

·      Facility Profile System – Capability to create and manage detailed profiles and plans for the utilization of a wide variety of facilities as dispensing/vaccination centers and/or alternative care sites for emergency public health activities.

·      SNS Inventory Management System – Capability to manage strategic national stockpile inventory from the initial delivery of the stockpile to the county all the way through to distribution to the points of dispensing.

·      LINK-BT (CRA) System – Capability to capture and report on vaccinations administered and medications dispensed to patients in a CRA event based on the county’s needs and the CDC’s CRA requirements

·      Integration into L.A. County PHIN Environment – Each of these emergency preparedness and response applications is being integrated into the county’s PHIN service oriented architecture to leverage common directory services, messaging infrastructure, knowledge management, and enterprise reporting and visualization tools (e.g., GIS).

The presentation will also include a live demonstration of two of these systems, the LINK-BT System and the Facility Profile System. The LINK-BT demo will introduce users to a CRA system that was adapted from the county’s childhood immunization registry and specifically designed to be highly flexible and highly usable for mass vaccincation and prophylaxis campaigns. The demonstration of the Facility Profile System will introduce users to a highly configurable, web-based information capture and decision support application, designed to track a wide array of information about “Point of Distribution” sites throughout the County.
