One of the biggest challenges in public health today is the electronic transmission of data from providers of care to public health authorities. Today, much of that information flow occurs via paper or electronically via laboratory reports. Work is underway to utilize the HL7 Clinical Document Architecture Release 2 (CDA R2) to convey data from providers to public health. Design limitations in CDA R2 restrict its utility for a number of public health reporting use cases.

In this presentation we will:

  • review the requirements around a general Public Health Document Architecture (PHDA)
  • sample the possible use cases the PHDA should support
  • explore alternate structures for a PHDA
  • using the current public health work using CDA R2 and electronic messaging to design PHDA
  • identify the steps necessary to develop an HL7 Standard for PHDA
  • finally the presentation will report on the current efforts to move PHDA forward as an HL7 Standard
